Will it tell the customer to shut the water off?

Yes, because that is the single most useful thing anybody can say in the first ten seconds of that call, and it is the first thing your own dispatcher would say. It is a scripted instruction you approve, not improvised advice — and it stops a small leak becoming a restoration job.
